Vision
An efficient national institution for sustained and balanced socioeconomic growth and development through sound economic plannig, program monitoring and strategic partnerships.

Mission
To play a pivotal role in attaining and sustaining high socioeconomic growth and development sound research and policy development,and enhancing partnerships and service delivery, and promoting the effective use of Information Technology for Development (ICT4D).

Core Functions
The Ministry of Planning & Economic Affairs derives its mandate from the Executive Law of 1976. President Ellen Johnson Sirleaf re-affirmed the purpose and scope of the Ministry's activities as pivotal in the overall management of national development, especially in the context of the scrupulous implementation of the "Lift Liberia" PRS and CDAs. Broadly, MPEA is entrusted with the three clusters of interrelated functions.

These core functions herein referred to as service lines include the following:

CFI: National Economic Development Policy and Planning

  • Undertake economic studies for planning and economic policy
  • Prepare long-range and intermediate-range economic development plans (including long term national capacity development strategy)
  • Identify, develop and prepare suitable development programs and projects, both for public and private sectors

CFII: National Development Coordination and Management

  • Analyze the interrelationship and internal consistency of various proposed programs and projects
  • Give technical guidance to all government Ministries/agencies in the preparation of the development programs and projects
  • Review progress made on all programs and projects which have been adopted, and report findings and recommendations to the Executive Committee of the National Planning Council
  • Undertake all staff activities incidental to the National Planning Council deliberations

CFIII: External Support Monitoring and Coordination

  • Review, coordinate the process and record all external aid and assistance programs (in consultation with the Ministry of Finance)
  • Report on progress of these (external aid) on the (national development) programs
  • Perform such other functions as may be prescribed by the President.

The new Strategic Plan enables the Ministry of Planning & Economics Affairs to perform the core functions under its mandate more effectively and efficiently. In this connection, these functions will be undertaken in close collaboration with ministries, agencies, state-owned enterprises, the private sector and other development partners. It will also take into consideration relevant development realities and other exigencies that define current operating circumstances.
